Her ears were curved inward. ?She had a single crease across both?palms of her tiny hands, short stubby fingers, tiny feet with a larger than normal space between the big toes and the rest of them. ?

She was extraordinarily double-jointed.

I didn?t know that the features that gave my sister her unique appearance were the physical elements that made people with Down syndrome recognizable.

Lying in her crib, I often peered in at her; she, staring into space, her dark eyes, like the black buttons that closed my winter coat, fixed on the musical mobile dangling above her head.? I don?t remember her ever crying or laughing or making any sound, really.? She was always silent, lying on her back, occasionally moving her feet and hands.?

For the first three years of her life, my sister couldn?t roll over, sit-up or stand; and she couldn?t talk. ?She shifted her position only minimally, often with help.? Around three years, she started to roll over, sit up, maneuver herself onto all fours and sit in a chair without slumping into a bunch.? She experienced some level of independence at around four years, scooting across the floor, propelling herself by thrusting her legs and feet forward and humping herself onward. ?

She grew and developed in her own way along her own timeline.

?I hate it,? she told me one day as we prepared to go to her job at McDonald?s.?She cleared and wiped down tables. She was around twenty-two.??I hate it.? ??She looked down at her lap, seemingly talking to herself.

I reached to pull her seatbelt over her ever-expanding waistline. ?Why?? I asked. ?You like working there.?

?They make fron? a me.?

?Who??

?The kids; the kids;?make fron? a me.? Her eyes magnified behind her thick glasses, smudged and always in need of a good cleaning, searched for answers that, even if I could explain, would never really ring true for her.?

Even now, my sister survives on the belief that people are essentially good; and each time she experiences the recklessness of others, her expression is consistently a mix of deep sadness, regret and the hope that she will be forgiven for being so unusual ? so much unlike others that she could only expect forgiveness from them. ?

All people with Down syndrome have some degree of mental retardation or developmental delay. ?They are, however, far from being incapable of learning, especially to the degree that emotional expression, social expectation and the way in which others treat them as normal. ?I know I am well outside the boundaries of making a generalization, but it is my best judgment that people with Down syndrome are quite emotionally adept,?genius at expressing affection toward others. Their intellectual capacity cannot be reliably predicted in infancy, but their ability to express love and caring toward others is evident from a very early age. ?(I am well within my comfort zone making this generalization, and I?invite my reader to take exception with it.)

My sister entered school at around the same age as other children, only she spent her days in a room where the window in the door was covered with construction paper. ??I never saw her at recess, and we never sat together at lunch.? Knowing her as I did, I could only imagine that she was content among her friends and teachers, never questioning the good intentions of those who were responsible for her care and education.?

My sister went from elementary, to junior and on to senior high school seated behind a window covered in construction paper.

When she was twenty, she graduated from high school; and for all her efforts, she was mailed a diploma and a copy of her yearbook.? Inside were an empty oval where her picture should have been and a barren, blank square where her biography might have been printed, if anyone had taken notice of her.

Of course, when she got the book?in the mail, my sister leafed through it.? She had no idea that her picture should be there, alongside the other members of her graduating class.? She couldn?t even have imagined such an honor. She was content to look over the familiar faces she remembered from school ? the lunch lady, pictures of the abandoned hallways, the quad.

My mother, much less content, contacted the school and demanded that my sister?s picture be duplicated and sent by mail to everyone who had purchased a yearbook.? Not only should there be a picture, but my mother strongly suggested that my sister?s favorite color, her favorite song, her most commonly spoken phrase and her most cherished memory accompany the photo in exactly the same proportions as the oval and blank spaces that were provided to my sister on page 31 of her?yearbook.

My sister was quite proud when she pointed out her own picture in the yearbook, after discovering it one day, glued perfectly within the spaces inside her yearbook ? as if it had always been there, proof that she was like everyone else.? She looked up at me, through those damnable glasses, kissed her hand and brought it down on top of her own picture. ?S?me,? she said, ?S?me.??She laughed, extending her long tongue as she drew in more air to feed her belly laugh.

My sister has never been like anyone else, really. She is my?cherished and pure spirit, someone who is never?truly unhappy for long or without a friend.? Her life has been a hearty handshake, a warm and sincere hug and a promise for unconditional positive regard toward everyone she meets, no matter who they are or how they may have treated her in the past. I can never imagine comparing myself to my sister?s strength of character and her dedication to the idea that everyone possesses inherent goodness ? if we just take the time to see it.

My sister?s medical and cognitive impairments have increased over the years; they?unravel the mystery of her human condition more and more each day; but from the day she came home from the hospital, wrapped in a yellow, satin edged blanket, she was the most wonderful gift I could ever have received in my life.? She has been my special education. From that day forward, she was assimilated into our family and our neighborhood, complete with her own unique personality, her own strengths and her own weaknesses, to become the strong-willed, sensitive and tremendously good-humored woman she is today.

If you're not one of the lucky few who met Google's requirements (be a U.S. citizen attending IO) and don't have $1,500 to drop on an early dev unit of an unproven technology, you might be wondering, "when can I get my hands on Glass?" The answer, straight from Sergey Brin's mouth, is 2014... hopefully. The Google big wig told Bloomberg that, if all goes according to plan, Google Glass will become available to consumers en masse sometime in 2014. Of course, how much cheaper they'll be two years from now is anyone's guess. But we wouldn't expect the first-gen to be an impulse purchase. When you check out the video after the break, you might notice that Sergey is wearing a new set of Glass glasses (how's that for awkward sounding), these ones with some snap in shades. If you're wondering if progress could be made any faster, we wouldn't count on it. Issa challenges Obama executive privilege claim

WASHINGTON (AP) ? With a vote looming to hold Attorney General Eric Holder in contempt of Congress, a House committee chairman is challenging President Barack Obama's claim of executive privilege, invoked to maintain secrecy for some documents related to a failed gun-tracking operation.

Obama's claim broadly covers administration documents about the program called Operation Fast and Furious, not just those prepared for the president. But Rep. Darrell Issa, R-Calif., chairman of the House Oversight and Government Reform Committee that recommended the contempt charge, maintains the privilege is reserved for documents to and from the president and his most senior advisers.

In a letter to the president dated Monday and made public Tuesday, Issa cited an appellate court decision to back his claim and questioned whether Obama was asserting a presidential power "solely for the purpose of further obstructing a congressional investigation."

White House Spokesman Eric Schultz said Tuesday that Issa's analysis "has as much merit as his absurd contention that Operation Fast and Furious was created in order to promote gun control. Our position is consistent with executive branch legal precedent for the past three decades spanning administrations of both parties."

Courts have routinely "affirmed the right of the executive branch to invoke the privilege even when White House documents are not involved," Schultz said.

Some experts agree with the president's view that all executive branch documents are protected from disclosure. Ohio State University law professor Peter Shane, a specialist in presidential power, says executive privilege historically covers documents generated anywhere in the executive branch.

Behind the legal argument is a political dispute. House Republican leaders are pressing for a contempt vote against Holder by Friday, unless they can work out a deal that breaks through the administration's privilege claim.

Holder's offer last week to turn over some documents ? the Justice Department has provided 7,600 records so far ? was rejected by Issa because he contended the attorney general was demanding an end to the committee's investigation.

Ironically, the documents at the heart of the current argument are not directly related to the workings of Operation Fast and Furious, which allowed guns to "walk" from Arizona to Mexico in hopes they could be tracked.

Rather, Issa wants internal communications from February 2011, when the administration denied knowledge of gun-walking, to the end of the year, when officials acknowledged the denial was in error. Those documents covered a period after Fast and Furious was shut down.

In Fast and Furious, agents of the federal Bureau of Alcohol, Tobacco, Firearms and Explosives in Arizona abandoned the agency's usual practice of intercepting all weapons they believed to be illicitly purchased. Instead, the goal of gun-walking was to track such weapons to high-level arms traffickers who long had eluded prosecution and to dismantle their networks.

Gun-walking long has been barred by Justice Department policy, but federal agents in Arizona experimented with it in at least two investigations during the George W. Bush administration before Fast and Furious. These experiments came as the department was under widespread criticism that the old policy of arresting every suspected low-level "straw purchaser" was still allowing tens of thousands of guns to reach Mexico. A straw purchaser is an illicit buyer of guns for others.

The agents in Arizona lost track of several hundred weapons in Operation Fast and Furious. The low point of the operation came in Arizona in 2010, when Border Patrol Agent Brian Terry was killed in a firefight with a group of armed Mexican bandits and two guns traced to the operation were found at the scene.

Issa, in his letter to the president, wrote, "Courts have consistently held that the assertion of the constitutionally-based executive privilege ... is only applicable ... to documents and communications that implicate the confidentiality of the president's decision-making process."

The letter said that while the privilege covers only the president and his advisers, it is a qualified privilege that can be overcome by a showing of the committee's need for the documents.

Shane, the Ohio State professor, said: "Executive privilege is really an umbrella concept that encompasses a variety of privileges. History's most famous claim of executive privilege ? President Richard Nixon's unsuccessful attempt to withhold the Watergate tapes ? was an example of 'presidential privacy privilege.' That privilege covers executive communications when the president is involved."

He said the executive branch historically claims a much broader privilege, the so-called deliberative privilege. That claim tries to protect documents generated anywhere in the executive branch that embody only the executive's internal deliberations, not final policy decisions. The current dispute involves deliberative privilege, he said.

Issa quoted from a 1997 case in the U.S. Court of Appeals for the District of Columbia Circuit in which the court said the privilege should not extend to staff outside the White House in executive branch agencies.

Rather, the court said, it should apply only to "communications authored or solicited and received by those members of an immediate White House adviser's staff" with responsibility for formulating advice for the president.

However, the case which Issa repeatedly cited in his letter distinguishes carefully between the "presidential communications privilege" and the "deliberative process privilege." In that case, the court dealt only with the presidential communication privilege but observed that both the communications privilege and the deliberative privilege are executive privileges designed to protect the confidentiality of executive branch decision-making. It's the deliberative process privilege that Obama invoked in the current dispute over Operation Fast and Furious.

President George W. Bush invoked executive privilege for the first time in his administration to block a congressional committee trying to review documents about a decades-long scandal involving FBI misuse of mob informants in Boston.

I found the first entry, titled Artificial World Captures Reality particularly interesting, as it describes NASA?s use of computer models that it uses in both short-term weather models and long-term climate models. NASA satellites in earth orbit relay immense amounts of data back to Earth each day, and scientists create a numerical model based on the data. As new data comes in, they tweak the model in an attempt to get a better approximation of reality. NASA?s Goddard Space Flight Center uses a supercomputer-based climate model called GEOS-5, which?at least in the short term?is able to predict shifts in weather patterns.

Many of the stories detail changes observed over time by satellites, ranging from local phenomena such as Las Vegas?s shrinking water table to large-scale changes such as the melting of ice sheets in Antarctica and Greenland and rising mean global temperatures. The app provides both evidence supportive of global warming and NASA?s reasoning and conclusions.

Regular Updates

The app?s content is regularly updated. In 2012, new entries have consistently been added to NASA Visualization Explorer at the rate of 8 or 9 a month. A significant majority are Earth science stories. Of the 87 stories available as mid-June, 67 were indexed under Earth, 15 under Sun, 8 under Planets and Moons, and 5 under Universe.

This free app gives viewers a look at what NASA?s satellites are studying?in space and especially on our own world. Version 1.5 offers improvements over version 1.0, the most significant one being the ability to save stories for offline viewing. NASA's impressive app could still could benefit from links to additional material on the topics covered. Overall, NASA Visualization Explorer provides dazzling visuals and detailed explanatory text of some timely and compelling science stories, and it's definitely worth a download.

The Consumer: Combating Acid Reflux May Bring Host of Ills

The first time Jolene Rudell fainted, she assumed that the stress of being in medical school had gotten to her. Then, two weeks later, she lost consciousness again.

Blood tests showed Ms. Rudell?s red blood cell count and iron level were dangerously low. But she is a hearty eater (and a carnivore), and her physician pointed to another possible culprit: a popular drug used by millions of Americans like Ms. Rudell to prevent gastroesophageal acid reflux, or severe heartburn.

Long-term use of the drugs, called proton pump inhibitors, or P.P.I.?s, can make it difficult to absorb some nutrients. Ms. Rudell, 33, has been taking these medications on and off for nearly a decade. Her doctor treated her anemia with high doses of iron, and recommended she try to manage without a P.P.I., but that?s been difficult, she said. ?I?m hoping I?ll get off the P.P.I. after I complete my residency training,? she said, ?but that?s still several years away.?

As many as four in 10 Americans have symptoms of gastroesophageal reflux disease, or GERD, and many depend on P.P.I.?s like Prilosec, Prevacid and Nexium to reduce stomach acid. These are the third highest-selling class of drugs in the United States, after antipsychotics and statins, with more than 100 million prescriptions and $13.9 billion in sales in 2010, in addition to over-the-counter sales.

But in recent years, the Food and Drug Administration has issued numerous warnings about P.P.I.?s, saying long-term use and high doses have been associated with an increased risk of bone fractures and infection with a bacterium called Clostridium difficile that can be especially dangerous to elderly patients. In a recent paper, experts recommended that older adults use the drugs only ?for the shortest duration possible.?

Studies have shown long-term P.P.I. use may reduce the absorption of important nutrients, vitamins and minerals, including magnesium, calcium and vitamin B12, and might reduce the effectiveness of other medications, with the F.D.A. warning that taking Prilosec together with the anticlotting agent clopidogrel (Plavix) can weaken the protective effect (of clopidogrel) for heart patients.

Other research has found that people taking P.P.I.?s are at increased risk of developing pneumonia; one study even linked use of the drug to weight gain.

Drug company officials dismiss such reports, saying that they do not prove the P.P.I.?s are the cause of the problems and that many P.P.I. users are older adults who are susceptible to infections and more likely to sustain fractures and have nutritional deficits.

But while using the drugs for short periods may not be problematic, they tend to breed dependency, experts say, leading patients to take them for far longer than the recommended 8 to 12 weeks; some stay on them for life. Many hospitals have been starting patients on P.P.I.?s as a matter of routine, to prevent stress ulcers, then discharging them with instructions to continue the medication at home. Dr. Charlie Baum, head of U.S. Medical Affairs for Takeda Pharmaceuticals North America Inc., said its P.P.I. Dexilant is safe when used according to the prescribed indication of up to six months for maintenance, though many physicians prescribe it for longer.

?Studies have shown that once you?re on them, it?s hard to stop taking them,? said Dr. Shoshana J. Herzig of Beth Israel Deaconess Medical Center in Boston. ?It?s almost like an addiction.?

P.P.I.?s work by blocking the production of acid in the stomach, but the body reacts by overcompensating and, she said, ?revving up production? of acid-making cells. ?You get excess growth of those cells in the stomach, so when you unblock production, you have more of the acid-making machinery,? she said.

Moreover, proton pump inhibitors have not been the wonder drugs that experts had hoped for. More widespread treatment of GERD has not reduced the incidence of esophageal cancers. Squamous cell carcinoma, which is associated with smoking, has declined, but esophageal adenocarcinomas, which are associated with GERD, have increased 350 percent since 1970.

?When people take P.P.I.?s, they haven?t cured the problem of reflux,? said Dr. Joseph Stubbs, an internist in Albany, Ga., and a former president of the American College of Physicians. ?They?ve just controlled the symptoms.?

And P.P.I.?s provide a way for people to avoid making difficult lifestyle changes, like losing weight or cutting out the foods that cause heartburn, he said. ?People have found, ?I can keep eating what I want to eat, and take this and I?m doing fine,??? he said. ?We?re starting to see that if you do that, you can run into some risky side effects.?

Many patients may be on the drugs for no good medical reason, at huge cost to the health care system, said Dr. Joel J. Heidelbaugh, a family medicine doctor in Ann Arbor, Mich. When he reviewed medical records of almost 1,000 patients on P.P.I.?s at an outpatient Veterans Affairs clinic in Ann Arbor, he found that only one-third had a diagnosis that justified the drugs. The others seemed to have been given the medications ?just in case.?

?We put people on P.P.I.?s, and we ignore the fact that we were designed to have acid in our stomach,? said Dr. Greg Plotnikoff, a physician who specializes in integrative therapy at the Penny George Institute for Health and Healing in Minneapolis.

Stomach acid is needed to break down food and absorb nutrients, he said, as well as for proper functioning of the gallbladder and pancreas. Long-term of use of P.P.I.?s may interfere with these processes, he noted. And suppression of stomach acid, which kills bacteria and other microbes, may make people more susceptible to infections, like C. difficile.

Taking P.P.I.?s, Dr. Plotnikoff said, ?changes the ecology of the gut and actually allows overgrowth of some things that normally would be kept under control.?

Stomach acid also stimulates coughing, which helps clear the lungs. Some experts think this is why some patients, especially those who are frail and elderly, face an increased risk of pneumonia if they take P.P.I.?s.

But many leading gastroenterologists are convinced that the benefits of the drugs outweigh their risks. They say the drugs prevent serious complications of GERD, like esophageal and stomach ulcers and peptic strictures, which occur when inflammations causes the lower end of the esophagus to narrow.

The studies that detected higher risks among patients on P.P.I.?s ?are statistical analyses of very large patient populations. But how does that relate to you, as one person taking the drug?? said Dr. Donald O. Castell, director of esophageal disorders at the Medical University of South Carolina and an author of the American College of Gastroenterology?s practice guidelines for GERD, who has financial relationships with drug companies that make P.P.I.?s. He added, ?You don?t want to throw the baby out with the bathwater.?

Most physicians think that GERD is a side effect of the obesity epidemic, and that lifestyle changes could ameliorate heartburn for many.

?If we took 100 people with reflux and got them to rigidly follow the lifestyle recommendations, 90 wouldn?t need any medication,? Dr. Castell said. ?But good luck getting them to do that.?

Gene mutations cause massive brain asymmetry

ScienceDaily (June 24, 2012) ? Hemimegalencephaly is a rare but dramatic condition in which the brain grows asymmetrically, with one hemisphere becoming massively enlarged. Though frequently diagnosed in children with severe epilepsy, the cause of hemimegalencephaly is unknown and current treatment is radical: surgical removal of some or all of the diseased half of the brain.

In a paper published in the June 24, 2012 online issue of Nature Genetics, a team of doctors and scientists, led by researchers at the University of California, San Diego School of Medicine and the Howard Hughes Medical Institute, say de novo somatic mutations in a trio of genes that help regulate cell size and proliferation are likely culprits for causing hemimegalencephaly, though perhaps not the only ones.

De novo somatic mutations are genetic changes in non-sex cells that are neither possessed nor transmitted by either parent. The scientists' findings -- a collaboration between Joseph G. Gleeson, MD, professor of neurosciences and pediatrics at UC San Diego School of Medicine and Rady Children's Hospital-San Diego; Gary W. Mathern, MD, a neurosurgeon at UC Los Angeles' Mattel Children's Hospital; and colleagues -- suggest it may be possible to design drugs that inhibit or turn down signals from these mutated genes, reducing or even preventing the need for surgery.

Gleeson's lab studied a group of 20 patients with hemimegalencephaly upon whom Mathern had operated, analyzing and comparing DNA sequences from removed brain tissue with DNA from the patients' blood and saliva.

"Mathern had reported a family with identical twins, in which one had hemimegalencephaly and one did not. Since such twins share all inherited DNA, we got to thinking that there may be a new mutation that arose in the diseased brain that causes the condition," said Gleeson. Realizing they shared the same ideas about potential causes, the physicians set out to tackle this question using new exome sequencing technology, which allows sequencing of all of the protein-coding exons of the genome at the same time.

The researchers ultimately identified three gene mutations found only in the diseased brain samples. All three mutated genes had previously been linked to cancers.

"We found mutations in a high percentage of the cells in genes regulating the cellular growth pathways in hemimegalencephaly," said Gleeson. "These same mutations have been found in various solid malignancies, including breast and pancreatic cancer. For reasons we do not yet understand, our patients do not develop cancer, but rather this unusual brain condition. Either there are other mutations required for cancer propagation that are missing in these patients, or neurons are not capable of forming these types of cancers."

The mutations were found in 30 percent of the patients studied, indicating other factors are involved. Nonetheless, the researchers have begun investigating potential treatments that address the known gene mutations, with the clear goal of finding a way to avoid the need for surgery.

"Although counterintuitive, hemimegalencephaly patients are far better off following the functional removal or disconnection of the enlarged hemisphere," said Mathern. "Prior to the surgery, most patients have devastating epilepsy, with hundreds of seizures per day, completely resistant to even our most powerful anti-seizure medications. The surgery disconnects the affected hemisphere from the rest of the brain, causing the seizures to stop. If performed at a young age and with appropriate rehabilitation, most children suffer less language or cognitive delay due to neural plasticity of the remaining hemisphere."

But a less-invasive drug therapy would still be more appealing.

"We know that certain already-approved medications can turn down the signaling pathway used by the mutated genes in hemimegalencephaly," said lead author and former UC San Diego post-doctoral researcher Jeong Ho Lee, now at the Korea Advanced Institute of Science and Technology. "We would like to know if future patients might benefit from such a treatment. Wouldn't it be wonderful if our results could prevent the need for such radical procedures in these children?"

?It?s not the same thing,? he said. ?Homosexuals have the same rights as you and I. Homosexual rights can?t be equated to me as the same thing as 50 years ago, when people were looking for a water fountain in a public place, or trying to vote without fear.?

At the same time as he holds on to his beliefs, McKay said, ?I have homosexual friends, and I believe God loves them.

?It may cost us as far as membership,? he said of Southern Baptists who either don?t agree with the resolution or who may not have a personal stand one way or another.

Olympus reportedly in final talks for Sony investment

If the recent chapter in Olympus' history was a photo, it'd be a blurry thumb covering the subject's head. But, if reports from Nikkei are correct, it looks like the next one might be a happy family portrait. As suggested earlier this year, Sony is reportedly close to agreeing on a 50 billion yen (about $620 million) investment in the scandalized firm. This would likely give the Japanese electronics giant a 10 percent stake in Olympus, making it the largest single shareholder. This isn't the first time we've seen the troubled camera and optics brand associated with other electronics firms, and with Olympus telling Reuters that "This is not something that we have announced" we'll just have to wait and see exactly how this next frame develops.

Red Light Cameras Suspended in New Jersey After Hundreds of Erroneous Tickets Mailed

New Jersey's red light camera program has been suspended pending a widespread number of tickets issued erroneously to people going through yellow lights.

That'll do it.

The newly-installed cameras, placed at busy intersections to capture speeders and red light runners in the act, result in tickets being mailed to the violators.

In addition to coming as a surprise (and raising civil rights questions) among those who are unaware they're being filmed ... they're also not accurate.

In New Jersey, 63 out of 85 traffic cameras apparently weren't calibrated correctly and not allowing sufficient time to proceed through yellow caution lights.

Officials are suspending camera use for the time being, presumably to fix the lights. People who have already paid their tickets won't get a refund, however.

Officials are, however, willing to work with motorists on getting the tickets expunged from their record, according to the National Motorists Association.

Cameras at the impacted intersections will continue to run and register violations but those violations will no longer be sent to motorists automatically.

If the yellow light timing is found to be below the requirement on video, motorists won't be mailed a ticket. If the minimum requirement is met, they will.

Since NJDOT gave an August 1 date to get this done, that is within the 90 days allowed for a ticket to be delivered after the violation is determined.

Fed message: Economy unlikely to improve this year

WASHINGTON (AP) ? The economy we've got today is more or less the economy we've got for the rest of the year.

That's the message from the Federal Reserve, which has sharply reduced its forecast for U.S. growth. It sees unemployment barely budging in the rest of 2012.

The Fed also says the economy is under threat from Europe's debt crisis and from the prospect of sharp spending cuts and tax increases that will kick in at year's end unless Congress acts.

None of which is comforting for companies, job seekers or President Barack Obama, whose re-election hinges in part on whether the economy improves between now and November.

Until recently, many economists were hopeful that the economy would strengthen in the second half of the year. But optimism is fading as hiring and growth have slowed for a third straight spring.

To prod businesses and consumers to borrow and spend more, the Fed said at the end of a two-day policy meeting Wednesday that it would extend a program designed to drive down long-term interest rates. It also reiterated plans to keep short-term rates at record lows until at least late 2014. And it said it's ready to do more to jolt the economy if necessary.

"If we're not seeing a sustained improvement in the labor market, that would require additional action," Bernanke said in his quarterly news conference.

Here's how a weak economy for the rest of the year could affect some categories of Americans:

? Job seekers

People looking for work aren't expected to enjoy much better opportunities in the rest of 2012. The Fed thinks the unemployment rate will fall no lower than 8 percent by year's end. It's now 8.2 percent.

American employers have become wary of hiring. They added just 69,000 jobs in May. Since averaging a healthy 252,000 a month from December through February, job growth has slowed to a lackluster 96,000 a month. And Fed officials and other economists don't think hiring will accelerate in coming months.

? Retirees and savers

The Fed's continued plan to keep short-term rates super-low through 2014 isn't happy news for people who depend on investment income. When the Fed keeps the rates it controls at record lows, rates throughout the economy generally stay low, too. That's why money market funds are paying rates barely above zero ? well below inflation.

Anyone willing to lend money to the U.S. government over the next 10 years stands to receive about 1.6 percent interest. That's just about what the consumer inflation rate has been for the past 12 months. In exchange for buying long-term U.S. Treasurys, these investors will manage merely to run in place.

? President Barack Obama

Obama's re-election bid is getting no help from the economy ? the core issue in the presidential campaign. The president's political team has been hoping the unemployment rate would drop by Election Day well below the roughly 8 percent level where the Fed thinks it will be at year's end. With job growth slumping, the president must make the tough case that it would improve in a second Obama term.

Still, unemployment might not be quite the threat to Obama that it appears. Unemployment rates in seven of the 10 battleground states that will likely determine the election are lower than the national average. That trend could blunt Republican candidate Mitt Romney's effort to capitalize on weak job growth to defeat Obama.

? Borrowers

The one group of Americans who are big winners in the Fed's low-interest-rate campaign are borrowers. They are, that is, if they meet tightened credit standards for consumer and business loans.

The average national rate nationally on a fixed-rate 30-year mortgage is just 3.71 percent. That's scarcely above the 3.67 percent average earlier this month ? the lowest since long-term U.S. mortgages were introduced in the 1950s.

Mortgage rates have been sinking because they tend to track the yield on the 10-year Treasury note. Anxiety about Europe's debt crisis has led many investors to buy U.S. Treasurys, which are considered ultra-safe despite their puny yields. When demand rises for Treasurys, their yields fall.

On Wednesday, the Fed said it thinks the economy will grow between 1.9 percent and 2.4 percent this year, sharply less than in its previous estimate in April. And it's roughly the annual pace at which most economists think the economy is growing now.

"All economists have shaved down their forecasts for this year," said Sung Won Sohn, an economics professor at the Martin Smith School of Business at California State University.

Sohn said his own forecast was in line with the Fed's. He said he was surprised the Fed didn't downgrade its unemployment outlook even more based on its forecast for economic growth.

Even so, "If the Fed's forecast unfolds, that would be bad news for incumbent politicians," Sohn said. "If I were President Obama, I would be worried."

Some political strategists expect the picture the Fed sketched of the economy to play into Romney's hands.

"If I'm Mitt Romney, I immediately use Bernanke's comments to make the case that what I've been saying is right: Barack Obama isn't working, the stimulus has failed and the only way to take us out of this is to make a change in the White House," said Joe Brettell, a Republican strategist.

He said Romney's message is simple: "I'm the guy who can fix the problem."

Most people think the biggest problem is unemployment. Brian Bethune, an economics professor at Gordon College in Massachusetts, said he thinks the unemployment rate will end the year at 8.1 percent or 8.2 percent.

Bethune thinks the Fed might decide by early fall that the economy needs some aggressive new step, such as another bond buying program. The Fed has completed two such programs. It bought more than $2 trillion in Treasurys and mortgage-backed securities.

If such a program were launched and helped boost the economy, it could end up benefiting job seekers and perhaps Obama's re-election chances.

"If we are still seeing these terrible employment numbers," Bethune said, "then the Fed is going to have to consider another move. The economy can't just flop along at this level."

Bethune said the problem for incumbents like Obama is that perceptions about the economy tend to freeze about six months before an election ? even if the economy improves after that.

Even so, economists note that continued declines in oil and gas prices could spur growth by giving consumers more spending power.

On Wednesday, the Fed said it will continue a program called Operation Twist through year's end. Under the program, the Fed has been selling $400 billion in short-term Treasurys since September and buying longer-term Treasurys. The Fed said it will extend Operation Twist using $267 billion in securities.

But it might not provide much benefit. Businesses and consumers who aren't borrowing now at historically low rates aren't likely to do so just because rates dipped a little more.

David Jones, chief economist at DMJ Advisors, estimates that extending Operation Twist will lower long-term rates by only about one-tenth of a percentage point.
